An Investigation Study On Condition Of Rural Public Service Of Basic-level Government

In the more than 20 years from the establishment of new China to the reform and opening-up, in order to focus on the country's economic construction, the countryside had made a great contribution for the urban development, also had paid a heavy price, which has resulted in serious insufficient of the rural public service supply. Since the reform and opening-up, the government has realized gradually that providing rural pubic service is the responsibility it should undertake, however, including the rural compulsory education, the rural public health, etc. basic public service problems have not been solved practically and effectively all the time.In recent years, the Party Central Committee and the State Council have lead the overall situation of the development of economy and society by Scientific Outlook on Development, according to the request of balancing the development of urban and rural areas, adopted a series of important policies of supporting agriculture and giving favorable treatment to farmers, effectively promoted the building of a new socialist countryside. How to adapt the social development tendency, to construct a perfect rural public service system, and how to provide high quality public products and public services for the rural residents, has already become an important problem the government has to solve.Under such background, as the basic-level government directly faces to farmers, township government should take establishing the rural public service system and providing high quality rural public products and public services as the primary missions, and solve the problem of its function locating under new situations. However, township government as the main body of rural public service supply actually faces many contradictions and dilemmas in the reform and practice of providing the people with rural public services.This article on the basis of inducing the theories and documents related to domestic and foreign public services, through the study on basic-level government rural public service condition, analyzes the contradictions and the dilemmas which the basic-level government have to face in the reform and practice, and on the basis of using domestic and foreign research results and practical experience for reference, combining China's actual conditions, proposes some basic ways of thinking and the countermeasure suggestions for the basic-level government to go out of the dilemma of rural public service.
