Research On The Problems Of The Youth Social Organizations Participation In Social Governance

Under the background of economic and social system transformation,there is a certain absence of government and market in the field of public service.The traditional government management model can no longer meet the needs of society.Social forces represented by social organizations are playing an increasingly important role in the multi-governance layout of social governance in the new era.As the main part of social organizations,the development level and governance ability of youth social organizations have also become the focus of attention.It is undeniable that local governments and Communist Youth League organizations have made many useful explorations to promote the development of youth social organizations However,there are still many deficiencies in the provision of social services and participation in social governance by youth social organizations.The causes and Countermeasures of these problems are the key issues that need to be paid attention to in the current research and practice of social governance innovation.As a staff member of the Communist Youth League Committee of Huai'an City,the author deeply feels that the existing research is mainly focused on the empirical analysis of the practice of the first and second-tier cities in China.The countermeasures and suggestions drawn by the research are not applicable to the actual situation of small cities.Therefore,it is necessary to expand the regional scope of the existing researchUnder the guidance of corporatism and cooperative governance theory,this paper takes the development of youth social organizations of public welfare in Huai'an as the research object,collects data through literature,questionnaire and interview,and carries out data analysis by case study and system analysis.The research finds that the youth social organizations in Huai'an are faced with the following problems in participating in social governance:unclear internal identity and lack of awareness;homogeneous industry positioning and lack of cooperation;and limited resources of the environment and imbalance in supply.Further analysis,the reasons behind these problems are:the lack of classification management and ideological guidance of associations;the lack of integration and coordination of industry platforms;and the lack of classification focus and development supply.Therefore,in order to improve the level of participation of youth social organizations in social governance,the author,on the basis of the successful experience of Beijing and Shanghai,puts forward the strategies of building youth social organizations with the Communist Youth League as the leading force,mainly including:hierarchical management and value guidance;integration of resource cooperation platform,and establishment of development and training mechanism,in order to achieve the cohesion of the Party and the government through the Communist Youth League.To gather young people and enhance the effectiveness of the ability of youth social organizations to participate in social governance.
