Research On The Implementation Of Government Decision-making Advisory Function Of The Party School

Today, when the policy environment is becoming more intricate and complex, decision-making advisory bodies as the government’s "external-brain" in the public decision-making, play a more and more important role. The decision-making advisory bodies participate in government decision-making with professional knowledge and more objective policy analysis, filling the gap of the responsibilities and ability for policy makers in a certain degree, and constitutes a rational supplement of government decision-making. Decision-making consultation agencies promote the government the decision-making to be more scientific by providing theories and solution path on public policy issues.According to incomplete statistics, so far, there are about2500institutions of philosophy and social science research and decision-making consultation service. According to the management system and organization properties, decision-making consultation agencies can be divided into roughly six big class:the agencies belonging to the organ of state power,the party committee and government,the people’s political consultative conference; research institutions of public institution; institutions of colleges and universities; a pyramid think tank system of all sorts of society constitute; institutions belonging to the military system and folk think tank.In decision-making consultation agencies in China, the party school is a very special kind of policy researcher. As the party’s philosophy and social science research institutions, as the main land of training cadres, the party school serves as the best bridge for communication between academic and politics. Therefore, the research of the implementation of the party school’s decision-making advisory functions has important meaning and practical significance to promote China’s decision-making organization construction.Besides the introductory remarks, consists of four chapters. Each policy research organization has its own development goals and operation system, even if the decision-making advisory bodies within the system have different characteristics. In the first chapter, on the basis of comparison with other decision-making advisory body within the system, from the interaction between policy makers, research features,fluence path analyzed the characteristics of the party school as government decision-making consultation; next, analyzed the current situation of decision-making advisory function in the second chapter. In this chapter, first of all, described the pattern of realizing the decision-making consultation function and policy influence from the perspective of the policy process and decision-making subjects. Next, pointed out the main existing problem through the comparison with other decision-making consultation agencies, comparison between the party school and comparison of different functions of the party school.Then, in the third chapter, the article discussed the internal and external factors affecting the decision function implementation of the party school.Finally, in the fourth chapter putted forward countermeasures and suggestions on how to effectively implement the decision-making function of the party school from the organization’s environment, system and mechanism construction, the research ability,etc.The innovation of this paper is as follows:First:the use of the theory of public policy makes the research more systematic, comprehensive and theoretical.Second:relevant examples and data are used to the quantitative analysis of Party School’s decision-making advisory function status;Third:the depth and dimension of the study is extended by adopting of horizontal and vertical comparison method;Fourth:combination of the realization of China’s macroeconomic political environment makes more rational thinking of the party school’s decision-making advisory function.
