Research On The Enhancement Of The Public Decision-making Advisory Function Of New-type Think Tank In Party Schools

As an important part of the new type of think tank system with Chinese characteristics,the new-type think tank of Party Schools has been actively committed to research on issues related to the public management of Party Committee and governments and actively serves the public decision-making of Party Committee and governments.Based on the high-quality construction and development of new-type think tank in Party Schools,continuously improving their public decision-making advisory functions is not only a need to understand and grasp the laws of new-type think tank construction,improve and enrich the theoretical system of new-type think tank with Chinese characteristics,but also a practical need to promote the scientific and democratization of public decision-making of Party Committee and governments and to promote the modernization of national governance system and governance capacity.Based on theories related to public management such as public governance theory,policy process theory and market of ideas theory,this paper take S Provincial Party School as a case,combines theories and experiences of typical cases of new-type think tank in China,and studies how to improve the public decision-making advisory function of the new-type think tank of the Party Schools from the dual subjects of the Party Committee and the government and the Party Schools itself.Through the study,we found that the new-type think tank of the S Provincial Party School has its own unique advantages in terms of theoretical research on party and government,institutional system of the Party School and resources of training students,and has accumulated certain experience and practices and achieved many results in making full use of the new-type think tank to play the public decision-making advisory function.However,the new-type think tank of S Provincial Party School still have the problems of low level of think tanks and low conversion rate of results,insufficient optimization and training of talent structure,blockage of think tank working mechanism,insufficient participation of trainees and in-service postgraduates,and short board of exchange and cooperation of think tank in the play of public decision-making consultation function.In view of the existing problems,this paper makes an in-depth analysis of the factors affecting the public decision-making consultation function of the new-type of think tank in Party Schools from two important subjects,namely,Party Committee government and Party Schools,and exploring the theoretical framework of the research on the enhancement of the public decision-making consulting function of the new-type of think tank in Party Schools.Finally,this paper puts forward specific countermeasures and suggestions from the aspects of institutional guarantee,exchange and interaction mechanism,evaluation and reward system,talent and financial support for the new-type think tank of Party Committee and governments,as well as the new-type think tank of Party Schools in terms of public decision-making research,advantageous conditions and cooperation and exchange expansion,so as to provide reference for the enhancement of the new-type think tank of Party Schools in terms of public decision-making and consulting function.
