On Advisory Committee For Policy Decision

Advisory committee for policy decision holds an important position in modern advice of policy decision. But seen from the present situation, domestic and overseas scholars still lack systematic and thorough research. This paper discusses advisory committee for policy decision from three aspects: conception analysis, system analysis and rational analysis. The whole paper consists of three chapters, more than 30 thousand words.Chapter one is of the necessity and practical experience about advisory committee for policy decision. This chapter analyzes the necessity of the advisory committee and passes on experience of foreign countries in order to provide a foundation which our institution of advisory committee for policy decision can use for reference.Chapter two is of the elementary conception of advisory committee for policy decision. Starting with the global main developed countries' current institutions and norms, and then analyzing the nature, status, organization and function of the advisory committee, this chapter is intent to probe the advisory committee's rights, duties and legal responsibilities.Chapter three is of the member of the advisory committee for policy decision. Starting from the current practical experience, this chapter puts forward a conception which expert and non-expert member should be included in the advisory committee. On the basis of this conception this chapter probes the members' rights, duties and legal responsibilities.
