The generation and maturity of Internet technology, not only affected the people's social life and production, also seeped into the democratic politics. In the end of last century, on the one hand, the demands for democracy was stronger and stronger, on the other hand, the dominant status of representative democracy was facing a lot of criticism and questioned. Under this background, with the promotion of Internet technology, "Network democracy" arose at the historic moment.Academic research of network democracy is substantial, but is mostly macroscopic analysis based on the relevant factors of network democracy, lack of new research perspective relatively. Therefore, this research is based on the perspective of political participation, through the comparative analysis of network democracy and representative democracy, to seek a new mode of democracy of network era.The train of thought and main content of this research are as follows:First of all, the writer will analyse the connotation of democracy, and then define the concept and connotation of network democracy, and points out that the essence of network democracy is a kind of democratic form directly involved in the media, based on this, to determine the theoretical basis of this research for participatory democracy theory. Secondly, through the comparative analysis with representative democracy, to excavate the unique advantages of network democracy, and then points out the possibility of direct democracy in network era. Thirdly, from the participants, the information for participation, the public space of network, and the function of network democracy, to analyse the flaw and insufficiency of network democracy, points out that the network democracy cannot replace the representative democracy, thus, the direct democracy of network era is not desirable. Finally, aiming at the defect of network democracy, the writer puts forward some basic principles and specific measures to overcome the defects of it.
