Corrupt phenomenon has been everywhere, and has become one of the highly topical issues of today’s society. On the conditions of CPC’s becoming the party in power, consolidating the leading position and building an honest government are the greatly important issues faced by the Communist Party of China, These issues are considered to be questions of survival and extinction in our own country.From the first day of our party, leaders of CPC all emphasized on clean government constructing. In the process of leading Chinese revolution and construction, tremendous efforts have been made by the First Generation Leading Group of the Party’s Center, whose core is Mao Zedong, to promote establishment of clean government and the counter-corruption struggle, After the Third Plenary Session of our Party’s Eleventh Central Committee, the Chinese society entered a new historical period along with the reform’s start and development. On the basis of construction of a clear and honest Party leaded by Mao Zedong, it has has caused new features, undergone new developments, made bigger and better achievements Under the leadership of the second Generation Leading Group with Deng Xiaoping as the core.It helps us research into the history of the ruling party’s incorruption theory development to comparative study of Mao Zedong and Deng Xiaoping’s construction of a clean government thought. It also can provide a reference for us to strengthen the construction of an honest and clean government and to carry out the struggle of fighting against corruption in a new period.This paper includes the following four parts:①The first part is a summary of the development of Mao Zedong and Deng Xiaoping’s clean government thought. It contains the comparison of historical backdrop.②The second part contrasts the consistency between their thought. And the cause is fully analyzed. ③In he third part the author compare the difference and reveal the reason for the otherness.④The last part proposes some useful suggestion for us to strengthen the construction of a clean government through the comparison.
