The Research On Government Responsibiity Of Development And Protection Of Forest In Chinese Frontier Minority Areas

Development is the fundamental problem of the frontier minority area, and the development of social economic is the fundamental measure of solving the other problems. In a unique location, frontier minority areas contain a variety of natural resources, such as forest resources, mineral resources, and grassland resources, water resources, wind resources, and so on. The existence of these resources offers the possibility of the development of social and economic of the border and minority areas. Therefore, in order to achieve the goal of rapidly development of social and economic of the border and minority areas, the exploitation of natural resources is inevitable. As an important part of the natural resources, forest resources are important resources to support the development of the country’s social economic. Frontier minority region is rich in forest resources, and its reserves account for a large proportion of the total amount of national forest resources. In order to achieve the rapidly development of social and economic, the development of forest resources is inevitably in frontier minority areas. Therefore, how to coordinate the relationship between the development of economic and the sustainable use of forest resources is the main responsibility of the government of frontier minority areas. However, with the gradual development of social economic and the use of forest resources, Frontier minority areas ushered in a lot of resources development enterprise. However, because the governments of frontier minority areas do not assume the corresponding responsibilities, the development of forest resources is disorderly, which is not only causing the seriously damaged of the forest resources and its ecosystems, but also hindered the improve of the quality life of the people in frontier minority areas, even causing seriously ecological and environmental problems.According to these problems, this paper bases on the sustainable use of forest resources of frontier minority, make the government’s responsibility in the process of development and protection of forest resources as a starting point, and deeply analysis the problems of the government’s responsibility and the main reasons of these problems in the process of development and protection of forest resources based on the defining of the relevant concepts. At the same time, this paper also deeply analysis the successful practices of developed countries in the process of management of development and protection of forest resources, such as the United States, Germany and Australia. Besides, it also analyses the enlightenment to us on the management of development and protection of forest resources. According to these analyses, this paper discusses the way that how the government effectively assumes its responsibility in the process of development and protection of forest resources, in order to achieve the harmony between the sustainable use of forest resources and the sustainable development of social economic in frontier minority areas.
