The Research On Ecologicl Migration Policy Of Plain Blue Banner And Its Social Benefit From The Perspective Of Public Management

With the rapid development of the society, the continual increase in pastoral population and the ever-changing condition of the climate, great changes have taken place in the ecological environment of northern grassland, as the serious desertification has occurred in many areas, and the grassland ecosystem has been out of balance, what is even worse is that the grassland ecosystem is unable to recover and regulate by itself, making some places unlivable for human being. The central government as well as the autonomous region have attached great importance to this, thus carry out the ecological migration project, meanwhile, local governments work out various measures to support the ecological migration, mainly with policies, capital, and mechanism, and it is turn out to be much effective, and also there comes up some practical and conflictive problems.In this research, we analyze the relevant policies of agricultural and pastoral population transferring and its benefit,taking the ecological migration project of Plain Blue Banner Xilingol League as an example. On the basis of looking up the internal and external findings in aspect of ecological migration project and ecological migration policy systematically, we make a careful study on current situation and policy implication of farmers and herdsmen in Plain Blue Banner who have moved into city, around topics like the policy of closure against grazing, the situation of housing resettlement, the employment situation, children’s education and social security mechanism and so on, finally using photographs and schematic diagrams to display the influence, at the same time, sort out the problems in the transferring process, and put forward suggestions and thoughts on policy formulation in agricultural and pastoral area.Through analyzing and summarizing the effect of ecological migration policy of Plain Blue Banner on the recovery of the ecological environment and improvement of production and life, this paper accordingly sums up the experience and lessons which we got. It will play a reference role in formulating and implementing the public policies in the future.
