All the time, the central leading body of the Party and the State Council pay high attention to the human resource work, especially in the new century and new stage, when the great decision of the strategy of reinvigorating China through human resource development has been made to coordinate and boost various talent team constructions. Besides, great efforts have been put on three major teams of Party policy talents, enterprise operation and management personnel and the professional and technical personnel, the target of which is to gather all the excellent talents to the career of the Party and state.As the Party policy talents of China, they are the important human resources, the important force of Socialist Modernization, the decision makers and leaders of the State governing and rejuvenating the country, and also the specific performers for the route, guidance, policies, and national laws and regulations of the Party. Strengthening the capacity construction to the team of the Party policy talents is an important mission of carrying out the strategy of making China stronger by producing more outstanding personnel."County steady, the world peace". As a county-and-division Party and policy talent team, which is the local administer, it face the common people directly, leading and deciding the strength in office for a county territory or a systematic economic and social development. Thus, the major strategic problem the Party is faced with is to cultivate and train large quantities of high-quality county-and-division Party policy talents continuously.In this article, from the perspective of researching the current situation of county-and-division Party policy talents in Ulanqab, it is emphasized to study the significance and urgency of strengthening the capacity construction to the team of Party policy talents in the new stage.
