Talent is the key to the development of the Party and State.According to the theory and ideology of the Human Resources Management in the government,human resources are more precious than material resources.Human resources are more sustainable,with a higher return and profit rate.Female officials at the county/division level,an important part of public affairs management,are valuable resources in public sectors.Their active and vital roles raise the government function to maximum capacity.With the reform deepening and the current transformation of the government function,the apparatus of the government is simplified and streamlined,and its organizational structure has become more and more flattened.These new trends have also brought about demanding challenges for incumbent female mid-level government officials.On the one hand,to achieve advancement and success in their professional development,they have to become more effective and competitive,with a goal of learning the skills of self-management.On the other hand,the government,as the organizer of human resources development,is obliged to function on its full capacity in management,building a structured management system and improving the organizational and personnel development management mechanism.Through this,the enthusiasm of these female officials can be aroused and their initiatives can be stimulated.This is probably the best way to utilize the potential of the human resources,and is also a “win-win” situation for the success of the complete function of the government public affairs management,as well as the professional development of these female officials.This article analyzes the current situation of professional development and the existing problems and restrictive elements for female mid-level government officials of Yunnan Province,on the basis of extensive inquiries and with the help of the theory on the professional development management and the practical experience of female officials and leaders in and abroad.It also discusses the specific methods to manage female mid-level officials in the government as well as the functions government should make better use of and the way of perfecting the correlated mechanism.It additionally puts forward its own idea on the development of the female officials of Yunnan and gives some advice and suggestions on how to improve the professional development of the female officials.The author of this article hopes it can provide a reference and be helpful for the Party and government apparatus to train,manage and select the female officials at the county/division level.
