The Change Of Supply System For Rural Public Goods In Guanzhong Area

The development of rural area, the progresses in agriculture and the welfare of the rural villagers could not be apart from the public supplies. Once a region can effectively deal with the shortage of the rural public supplies, the development of the rural economy there will grow in a fast speed which is proved by the development of the rural economy in China’s coastal areas. Althought the rural public supplies in Guanzhong area could not be ran as effective as that in China’s coastal areas, it has its own advantages and characteristics. Starting from the change of the public supplies,this paper attempts to find the new model for China’s rural communities in this transactional period after analyzing the effects of different model.Beginning with an important rural affair--the temple fairs, this paper mainly discovers the following phenomenons:the village is ruled by the communities’force, for example the family; the order of the village is sustained and of course a person’s idea is also spread by a family; and the daily lives of a family is limited in some specific area. The second part of this paper discloses how the national power influences the rural area in different time with the help of nation-oriented public goods.This part first introduces how the nation-oriented public goods take effects on the rural lives and the problems existed in three periods, and then moves on the effects of the nation-oriented public goods. In the process that the nation makes a strict control over villages, the lowest organization in China plays a harder and harder role in the development of rural democracy for its limited living space.The next part focuses on the present situation and the problems since the village brought in the market-oriented public goods. It shows that the cooperative consciousness of people in rural area is declined and the atom village is common for the reason that market-oriented public goods bridges the market to a villager. This period is marked by no-politic lives. With the research that how the villagers’ willingly participation in the public goods supplies make the realization of cooperation, the final part find a new effective way--consultation model--to tackle the problems in rural public goods and the consultation model will help to build a network of the rural capitals. The realization of the democracy will also promote the transition of the rural area to brand new communities.
