The Study, Based On The Industrial Clusters Of Rural Urbanization Pattern

Rural urbanization takes on a very important role under the special condition in our country today. It is not only the ultimate approach to solve the " SAN NONG problem" , but also the important resolutions and means to accelerate the development of undeveloped area. Rural urbanization plays an important role in reducing the difference between the East and the West and promoting regions to realize sustainable development in western rural regions. The key restricted factor of the development of rural urbanization in West Region is the poor foundations of non-agriculture section, especially the thick foundation of industry, which has little attractive to the surplus labor force in rural region. After investigating relative towns and the development of their non-agriculture section in Guanzhong area, industrial cluster is an extraordinary effective measure to advance economic increase in the West and accelerate rural urbanization is considered by the author. Based on this, with title of "the research about the model of rural urbanization based on industrial cluster", the effects produced by rural urbanization of industrial cluster are analyzed, and the model of rural urbanization based on industrial cluster is built.Linking the background of society and economy of Western China and status of Guanzhong area, the background and significance of rural urbanization of Guanzhong area is analyzed in this paper: The essence of rural urbanization is the cluster of industries and populations, especially the latter, and the development, of industry is the useful approach of population-cluster and the powerful impetus of rural urbanization. Based on the evaluating and comparing to the models of rural urbanization in the Eastern China, some successful experiences from the industrial cluster during the processor of rural urbanization in East China are pointed. Use for reference, the status and condition of rural urbanization of Guanzhong area are analyzed, with the case of the coupling of some industrial cluster and rural urbanization is studied and discussed, the under-developed of industry and the lack attractions to the surplus labor force, the main causes of the backward on rural urbanization of Guanzhong area are pointed. After reviewing and summarizing thetheory and practice experiences of domestic rural urbanization, the coupling of industrial cluster and rural urbanization is studied and discussed: The essence of rural urbanization is convergence of industries and populations, and the industrial cluster is the ultimate impetus of rural urbanization; On the base of evaluating and comparing the successful models of rural urbanization in the Eastern China, the status and condition of rural urbanization of Guanzhong area are analyzed, and the model of the rural urbanization of Guanzhong area, which based on industrial cluster is putted forward, and taking Mei county for example. Some cluster phenomenon in the rural urbanization of Guanzhong area, the driving and the problems of which are analyzed. According to these, the model of the rural urbanization of Guanzhong area is constructed, the nucleus of which is impelling the development of urbanization with the congregation of populations, which impelled by the congregations of industry. Whereafter, the policies and advices of which are putted forward at last.
