The Institution is a Chinese characteristics kind of social organization, as a product of the planned economy system, it provides public services in education, science and technology, culture, health and etc. With the establishment of the market economy system, the institutions’ management and operation mechanism became unsuited to the needs of society. Since the reform and opening up, compared with the affluence in material life, spiritual and cultural life remains impoverished, therefore, the reform of cultural institutions which provide spiritual products is urgent.On the basis of public goods and public choice theory, we select the Hubei Daily Media Group, Liren Village Libraries, Hubei Performing Arts Group to verify the basic idea of the cultural institutions and governance model, and propose policy recommendations for the next step reform. This paper consists of three modules as follows:The first chapter briefly explain the theme and starting point of this study, define the main concepts of cultural institutions, to comment on the reform of the cultural institutions of the status quo, to put forward the Theory-Practice-Analysis framework, this study clarified the main method of discourse structure and innovative intentions.Chapter II to IV are the backbone of this article, which discusse the course of cultural institutions reform and breakthrough among the historical experience from the current policy. The second chapter outlines the course of cultural institutions reform and its plight and difficulties at present. Chapter III presents standards of cultural institutions Classification reform, and investigates the difficulties in the classification. Chapter IV selects pilot reform of the institutions of the Hubei Daily Media Group, Liren Village Library, Hubei Performing Arts Group, to verify the feasibility of the classification principles. The ending chapter elaborates direction of the cultural institutions reform and necessary policy recommendations. The article suggest turn ideology cultural institutions to state-owned enterprises, reinforce role of NGO/NPO in the public cultural service system. And propose reform to institutions’ social security, personnel management system, and eliminate institutional barriers to NGO/NPO.
