Study On Grassroots Judicial Administration’s Function Innovation About Social Management

With the social problem of our country is increasingly prominent, it is necessary for social management department to seek innovation, and further strengthen the social management. So, as an important sector bearing the responsibility of social management, Grassroots Judicial Administration (GJA) has unique advantages in function and primary. Only it carries on function innovation, can GJA play the advantages of function and primary out in social management. Meanwhile, only it promotes function innovation, can GJA improve the efficiency of social management, and change the marginalized status.In recent years, with the innovation of social management was put forward, GJA responded positively, and made the village committee come into its rural work by extending functions in vertical, and encouraged social organizations, as well as guided them to join the work of providing legal services in urban by expanding functions in horizontal. From macro and micro two aspects of comparative study, the focuses, main participation bodies, practical operations and resources between the two models were all different. For the differences, the author deems that the most fundamental reason is the urban-rural dual structure. Our country has implemented different policies between urban and rural areas in long term, making the urban-rural areas appear the division and isolation, leading to the urban-rural areas in economic, social and cultural aspects have a huge difference, and it is the difference which providing the conditions to form the models of GJA’s function innovation.However, the society is always continuous development, and man-made dual structure will be finally replaced by mutual integration between urban and rural areas, the urban-rural integration has become a new trend of social development.The author believes that the new trend will be a impetus to promote the urban-rural GJA’s function innovation in social management development. By the action of thrust, GJA’s function innovation models about social management in future will be a mutual cooperation model among the government, social organization and the public, as well as the new model of mutual cooperation between rural and urban areas.
