With the awakening of Civil Rights, it is an inevitable trend for the governments around the world to build a "citizen-oriented", well-structured, clean and efficient service-oriented government that has scientifically defined functions and satisfies the people. Electronic Government has become the effective carrier and the best choice for countries to build a service-oriented government, for it embodies the service concepts of citizen-orientation, right-orientation and society-orientation that service-oriented government advocates. Reviewing our country’s E-government development process and foreign countries’ successful experiences in its construction, we can find that the Chinese Government has a long way to go to truly achieve our overall, seamless, convenient and efficient service goals that highly satisfy the people. This thesis gives a detailed elaboration about E-government, its position and function in building service-oriented government, and analyzes its development status, causes and existing problems. At the same time, the thesis attempts to discuss e-government’s construction ways based on service-oriented government by learning from foreign countries’ successful experiences of E-government development. |
