Stepping into the21st century, people pay more and more attention to themanagement of people. This is to emphasize that every member of theorganization development and use, but also through the establishment of the members ofthe mission, give play to their maximum capacity, and finally achieve their organizationalobjectives and the common realization.The tax system of human resources is not only the internal organization of importanthuman resources, but also the modern social economic life tends to strong competition ofthe main resources. It is land tax system, at present to reach management processknowledge, way of information, management characteristics, costs such as flexibleefficiently, to achieve these goals, need to depend on modern concept, ahead of thestrategic vision, wide in the professional knowledge and rich experience in the practice ofthe personnel to complete. For the back line cadres, they have rich working experience andmanagement experience. In land tax system of the current human resources condition,how to make full use of human resources potential, the development of the career of landtax hair has the long-term practical significance, and out of the line cadre management isthe most important one of the essence. However, the refund of the line cadre itself older,working enthusiasm is low, which makes the land tax system of management and cadresback line assessment, there exists a long-term relief and ignore, causing the waste oftalent.Therefore, we must wake up to land tax section of human resource management,especially in the back line management cadres a series of problems and the insufficiency,from the public sector and modern human resources management advanced theory andmethod, construct public opinion system, set system is, training system, the evaluationsystem, rewards and punishment system and cultural system mechanism, and activelyexplore and perfect the system of land tax refund line cadre management.
