Zhongyuan Oil Field, as a subsidiary of large state-owned energy company of Sinopec, is shouldering the important political responsibility, economic responsibility and social responsibility in the country’s political and economic life. To successful complete the task of national and Sinopec Group Company delivered, it’s a key to build a grass-roots management team that could handle every duty very good. Nowadays, Zhongyuan Oil Filed has more than 500 people, they are deeply in the front line of production and transformation. As key decision makers and development planners, they are at the key connection point of Zhongyuan Oil management structure. The quality of the front line management team can partly deside the future development go the Oil Field.Building a front line management team is a structure project, including selection, education and use. Selection, as the first step, is an important foundation of the whole system. So, it’s important to design a comprehensive and scientific KPI system, as well as a pubic and fair selection system.In this paper, we try to design a comprehensive and scientific system considering everyone’s opinion with AHP model, to encourage the front line people.
