Scientific research institution for public welfare is an important subject, whichparticipates in the national and regional science and technology innovation also plays animportant role to promote the national scientific and technological progress. It is abirthplace, where bring science and technology activities and achievement of science andtechnology, but also it is important driving force for transformation from the theory ofscience and technology and achievements into practical productive forces. The currentsituations of our country public research institutions include: They strongly dependent onthe government. Their assignment for Performance appraisal in most by government atmost of the time. The construction of the assessment system is not complete. There is noeffective mechanism of competition. These situations bring about difficult reform of thescientific research institution for public welfare. The main task of current research include:How improve the performance appraisal system and optimizing the performancemanagement with the limited input of public resources, in order to maximize the value ofperformance output and promote the sustainable development of public scientific researchinstitution. Therefore, in order to build the capacity in the public service, the maincontents of this article is: around a central issue-Performance appraisal system in thepublic research institutions in China-to analyze costs, benefits, effectiveness, fairness andresponsiveness commence of the products and services, that provided by the publicwelfare scientific research institutions and their staff, also put forward reasonableproposals.This paper firstly definites performance appraisal system of public researchinstitutions, elaborated the importance of constructing the public service ability of orientedperformance evaluation system. On this foundation to pointed out the existing problems ofexamination subjects, contents, methods and programs on current performance assessmentsystem of public scientific research institution. Furthermore, from the performanceappraisal of the value concept, management system, external environment and supportingfacilities, analysis the caused reason of China’s public welfare scientific researchinstitution performance assessment system. Finally puts forward the system constructionprinciple and path. In the assessment of value orientation to make clear the public welfareand service, to emphasize the guide of promote public service ability. In the path ofexamining construction, advocate to establish correct value concept, constructing reasonable index systems and evaluate methods, and improve supporting system,assessment management and operate mechanism. The establish of public scientificresearch institutes’ performance evaluation system oriented by improve public serviceability will contribute to standarded the evaluation of scientific research institution forpublic welfare. Let the scientific research work have a more accurate positioning andcontribute to public scientific research institution of public service ability promotion andpublic research institutions and the sustainable development.
