In this paper,according to the characteristics of the target management and performance appraisal and relationship building personal performance management system based on objective management method,according to the characteristics of police colleges teachers design target management performance evaluation scale and the individual characteristics of scale,in Yunnan police officer academy teachers as the research object,the questionnaire survey to and then through the questionnaire analysis of the different attributes of employees in management by objectives and employee performance and the difference of the effect of target management of staff performance.This paper hopes to establish a teacher performance appraisal system of Yunnan police college by mastering the essential relationship between objective management and employee performance.First of all,through the theoretical research objective management method of individual performance management process is a circulatory system,mainly divides into six steps are: organization strategic target formulation and performance evaluation standard,according to all levels of organizational goals and objectives of each department and the performance evaluation standard,according to the department goal of personal goals and performance measurement standards,personal after consultation with the head of personal goal adjustment and performance standards revision and periodic appraisal target to complete the progress of the related feedback,according to the revised personal goals for individual performance evaluation.Then,through questionnaire analysis,it is found that the two dimensions of "management by objectives","departmental goal decomposition" and "personal goal decomposition",are positively correlated with the three dimensions of "employee performance","objective performance","dedication performance" and "relationship performance" respectively.According to the survey results,the problems existing in the objective management of Yunnan police officers college include: imperfect objective management system of police college teachers,unclear objectives of police college teachers' duties and duties,and lack of effective incentive mechanism for teachers;The causes of these problems include the lack of investigation and demonstration of objective management goal setting,the weak theoretical guidance for the performance management of public security colleges and universities,and the weak implementation of safeguardmeasures.Finally,the teacher performance appraisal system is designed from three aspects of performance appraisal implementation preparation,performance management goal design and implementation measures guarantee.
