Public institutions in China are the special product of our country's special national conditions.In order to promote the better development of public institutions,continuously meet the growing public service needs of the people and improve the service quality of public institutions,public institutions began to bring in the concept of performance management,learning the advanced management experience of enterprises.Performance management was originated from western countries,first used in project management,and then played a positive role in the enterprise management.It plays a leading role in human resource management.After the enterprise practice is basically mature,government departments begin to introduce performance management.In the political system reform,foreign public organizations and Chinese public institutions also begin to widely use performance management as a tool to improve management.In the 21st century,the research on performance management of public institutions in China is gradually increasing.After the public institutions start to implement the performance appraisal and salary system,the phenomenon of introducing the concept of performance management in public institutions gradually increases.The 18th national congress of the communist party of China explicitly proposed to "promote government performance management".The 19th national congress of the communist party of China proposed "comprehensive implementation of performance management”.This shows that performance management plays a very important role in promoting national governance.Public institutions should improve their work efficiency,improve their strategic decision-making level and improve their work style through performance management,so as to gain the impetus for sustainable development in the reform process.But in practice,there are still many problems in performance management of public institutions.For example,there is insufficient understanding of performance management,unclear target positioning of performance management,imperfect performance appraisal index system,weak incentive mechanism of performance management,and unreasonable feedback mechanism of performance management.Moreover,many public institutions equate performance appraisal simply with performance management.This paper conducts a questionnaire survey and interviews with the Port and Waterway Management Center of H Province,and obtains first-hand data to analyze the existing problems in the performance appraisal of public institutions.By using the theory of MBO and BSC,this paper analyzes the existing problems,and extends the common problems of public institutions,and puts forward the principles and measures of optimizing performance management.This paper summarizes and analyzes the performance management of public institutions by means of literature research,questionnaire survey and case analysis.The main research is:Chapter 1 introduction,introduces the research background and current situation of performance management in public institutions;Chapter 2 mainly expounds the research status at home and abroad,and puts forward the performance management experience of foreign public organizations for reference;Chapter 3 puts forward the concepts and theories related to this paper,briefly expounds the institution and performance management,and introduces the theoretical basis of this paper--MBO and BSC;Chapter 4 expounds the status of performance management of public institutions,taking the Port and Waterway Management Center of H Pro'vince as an example,carries out questionnaire survey and further analysis;Chapter 5 mainly expounds the optimization strategy of the performance management of public institutions and puts forward some suggestions on how to improve the performance management of public institutions.
