Civil servant avoidance system is an important part of the system of civil servant.Implementing the avoidance of civil servant is of great practical meaning for not onlythe clean and diligent administration of civil servant but also correcting thegovernment’s administrative style to enhance its administration efficiency. Theavoidance system of civil servant in China is gradually improved through years ofeffort and constant improvement, one has to acknowledge that there are still manypractical problems shouldn’t be ignored in the process of the evolution of the civilservant avoidance system in China. It is significant to improve the civil servantavoidance system to advance in civil servant management standard through analyzingintension, existing problem of changes and countermeasures of the civil servantavoidance system in China by using system changes theory of North.This thesis is divided into six parts. The first part introduces the selected topicbackground、research meaning、literature survey、innovation point and researchapproach of this thesis. The second part defines the meaning of civil servant、challenge system、 the civil servant avoidance system and institutional change,elaborates on the theory of institutional change, that is ideology、 act-assuming、transaction cost and path-dependence of the institutional change. The third part givesa specific description of the process and development status of the evolution on civilservant avoidance system in our country. The fourth part dissects the concreteproblems of the change on civil servant avoidance system in our country from fourperspectives of the civil servant avoidance system in our country, they are: valueorientation、transaction cost、path-dependence effect and function of governmentadministration. The fifth part analyzes the causes of the problems in part four. The lastpart puts forward constructive solutions to the problems existed in the evolution oncivil servant avoidance system in China from the perspective of institutional changeaccording to the concrete situation in our country.With the advancement of the process of political and economical reform in China,the normalization step of the system of civil service has quickened continuously andthe demand for the legalization of the civil servant avoidance system is higher andhigher. This thesis studies the concrete situation of the evolution on civil servantavoidance system in China by adopting methods of theory and empirical analysis. The aim is to definite its development process and tendency, perfect the system of civilservant, improve the civil servant management in China and enhance the constructionof government official group in China.
