Talent is the most precious resource in the 21 st century.Especially in the context of the new era,talents,as a strategic resource,are playing an increasingly prominent role in achieving national rejuvenation and winning the initiative in international competition.Civil servants,as the staff of administrative organs,are an important part of China’s talent strategic resources.It is not only the concrete implementer of the party’s line,guideline and policy,but also the public servant serving the people.The quality of civil servants is directly related to the success or failure of the party leading the people to advance the great cause and realize the great dream.From the beginning of the 90’s early construction to today’s continuous improvement,it has experienced a relatively long and complex development process.The theory of institutional change is an important basis for understanding the gradual development and perfection of China’s civil service training system,as well as an important guide to promote the further improvement of China’s civil service system.Based on the theory of institutional change,it is not only necessary but also possible to discuss the development and perfection of China’s civil servant training system.The structure of the thesis is divided into five parts.The first part,the introduction.This paper mainly introduces the background,significance and research methods of the topic selection.The second part,the concept and the theory generalization.This paper mainly defines the related concepts of the thesis research,expounds the theory of the institutional change of North,and lays a theoretical foundation for the study of the specific problems of the thesis.The third to fourth part,the course of civil servant training system change and the existing problems and reasons analysis.Taking L province as an example,this paper makes a questionnaire survey on the change of its civil servant training system,divides the stage and summarizes the problems according to the survey results,and makes a theoretical analysis of the problems existing in the change of the civil servant’s education and training system,such as the fuzzy orientation,the difficulty of reality promotion,the single path and the high cost.The V part,in order to solve the civil servant training system change question countermeasure.Mainly based on the problems reflected in the questionnaire survey,based on the theory of North’s institutional change,on the basis of systematic analysis,it is targeted to clarify the behavior hypothesis of the subject of the change of civil servant training system,and to improve the dynamic guarantee mechanism of the change of civil servant training system,Break the path dependence of civil servant training system change and reduce the transaction cost of civil servant training system in four aspects to discuss.The conclusion part mainly summarizes and supplements the viewpoint held by the thesis,and makes a certain prospect to the future development and perfection of the civil servant training system.
