The Interactive Research To Russian Political Transformation And NGOs

Deepening globalization, NGO in the various countries of the world continue to grow and develop, the rise and development of NGO has aroused wide attention from scholars at home and abroad. Since Russia independence, with the gradual establishment of democratic institutions in Russia and the law relating to the protection of citizens, freedom of association and the right, NGO have mushroomed to establish, the civil society of Russian started. Since Putin took office, the Russian authorities to further recognize the importance that NGO’s development to Russia’s democratic political transition, and strongly supports the development of NGO. However, Russia’s political transition process, still there are many factors restricting the development of NGO in Russia, it is still in its early stages of development, the Russian civil society is not mature enough and the democratic politics need to perfect.This paper argues that the Russian political transition consists of two phases, the democratic constitutional system established stage and democratic political consolidation phase. Russia’s political transformation affect to NGO can be summarized as two aspects. On the one hand, the Russian political transition can promote the development of NGO, such as NGO provides a legal basis, the ideological foundation and class basis to political transformation, to create the opportunities that NGO accept Western aids, as well as the Russian government strong support of NGO. On the other hand, there are some factors restricting the development of NGO in the Russia political transition process, such as the traditional political culture, the strengthen state control hindered the development of NGO, lacking the willingness of Russian citizens participate in NGO, and Western aid affect the healthy the development of Russian NGO. The development of Russian NGO has a positive effect on the political transition. However, because of the limitations of their own development, influencing the political transition process.
