Study On The Top-down Design Of Cross-strait "Co-management" In Pingtan Comprehensive Experimental Zone

Pingtan Comprehensive Experimental Zone, setting and developing because ofTaiwan, shouldering the mission of exploring new models, which is to deepen reform andopening up, promote the peaceful reunification of the motherland, and to achieve theintegrated development of the cross-strait. The path selected of first trying and the successor failure of practicing, is related to the final orientation of the road for our scientificdevelopment, reform and opening up, and peaceful reunification. The most impressive ofPingtan is the “Five Common” special open and development model, which, especially inthe "co-management" is the most central, also the most complex, it is the biggestchallenge facing of exploring the integrated development under the different systemsbetween the cross-strait.Although the state has granted Pingtan support policies which is more special than theSpecial Economic Zone, Fujian Province also give the whole power with "One day twobillion” and “twenty years recreating a Xiamen” to propel unconventionally, however, thecross-strait "co-management" in Pingtan did not get the full range of substantialpropulsion, is still in the stage of continental unilateral dominant, mainly due to thesensitive political cooperation, the Taiwan authorities’ resisting, the differences inpolitical systems, the absence of Taiwan’s main. Therefore, the cross-strait governmentsmust carry out system “top-down” design on the global and strategic height for leading toadvance, so as to promote the power source of cross-strait "co-management" in Pingtanfrom the civil underlying pushing turn to the Government’s “top-down” pulling, andpromote to turn the power direction from the mainland unilateral pushing to the two-wayinteraction of cross-strait.Through the deep "co-management" practice in Pingtan, to promote the dream cometrue early which is to build and “co-management” the cross-strait “Common home”, so as to explore ways actively for realizing the peaceful reunification of the motherlandpromoting the integrated development of the cross-strait, which is to enhance mutual trust,gain experience, and provide demonstration.The results of the study indicate that:(1)The “top-down” design of cross-strait "co-management" Pingtan, is not onlynecessary but also feasible, both governments should actively conduct political dialoguewith interactive, multi-party coordination and accelerating;(2) The “top-down” design of cross-strait "co-management" Pingtan, focusing on theinnovative designing and docking integrating of the system, the key is to make the firsttrying policy granted by the state full and good use, so as to achieve substantialbreakthroughs in the important areas and key links, such as political dialogue, systemintegration, legal docking, model innovation, environmental construction, etc;(3)According to the current situation of cross-strait relations and process of"co-management" Pingtan, Pingtan should be phased and practice with the mode of"multi-layered governance";(4)Open and inclusive Pingtan, is not only of the cross-strait, but also of the world. Weshould carry out a full range of global marketing systematically, unite the positive energyall of the world widely, attract the foreign investment, technology and intelligence, andshape Pingtan good international image.
