Study On The Problems And Countermeasures Of Handan Government's Purchase Of Home-based Elderly Care Services

In the context of the growing trend of population ageing,how to improve the system of government purchase is an important issue for governments at all levels.It is an important means for the government to optimize the service supply by purchasing the old-age service at home from social forces.In 2019,Handan was listed by the Ministry of Civil Affairs as the fourth group of pilot cities in the country to reform home and community pension services,we are committed to building a comprehensive service system for the aged at home and in the community with Handan Characteristics,which is comprehensive,multi-level,multi-support and multi-subject.Under this background,it is of practical value and typical significance to analyze the problem of the purchase of the old-age service by the Handan city government.Since 2014,Handan has been exploring the purchase of home-based pension services by the government.Through several years of practical exploration,it has basically formed a complete system.However,due to such factors as short exploration time,limited level of social economy and imperfect development of social organization,there are still many problems in the practice of Handan city government's purchase of home-based old-age service,and the contradiction between supply and demand remains severe.The study follows the logical train of thought of "present-problem-cause-countermeasure",and analyzes from four levels: "who to buy","what to buy","how to buy" and "whether it is worth buying",to sort out the current situation and existing problems of the system of the Handan city government purchasing the old-age service at home.Based on the level of "who to buy",analyze the status quo and main problems of the main body of the purchase;based on the level of "what to buy",analyze the content and quality of the purchase;based on the level of "how to buy",this paper analyzes the problems and causes of the current purchase pattern,and analyzes the present situation and deficiency of the purchase supervision and evaluation system based on the level of "whether or not to buy value".At present,there are some problems in Handan city government's purchase of home pension service,such as insufficient supply of social power,inefficient operation of purchase system,insufficient specialization and narrow coverage of purchase content,and imperfect supervision and evaluation by the government.These problems are not only the common problems in the purchase of public services by our government,but also the individual problems in the purchase practice of the Handan city government.In the future,the Handan government should improve the system of government purchase of home-based old-age services by constructing a diversified supply pattern,fostering competitive purchase patterns,promoting capital investment and improving supervision and evaluation,effectively enhance the efficiency and effectiveness of the purchase.
