Research On Community Service Status In The Background Of Rural Communities

"Rural" gradually transits to "city" as urban and rural comprehensive reform is implemented. With this process going further, people need more public resources and services provided by the Government, thus the traditional administrative village as a unit mode of public resources and services can not meet the demand for new rural construction.New in the process of urbanization, rural communities are gradually replacing the traditional "administrative village" status, to carry the important responsibilities of the rural community management and services. However, during the transition period (which means the community-based organizations as the sum of a number of villages, affect and co-exist with the traditional village administrative organizations), some problems such as the inaccurate positioning of the community which lowers the function of its administrative role, the limited community service capacity which can not have high quality and efficiency in solving problems, and the low community service satisfaction which results in the doubt the community construction and service, gradually become import factors in consideration for better public resources and social services provided by the government.Therefore, in-depth study of the community service status in the background of the combination of villages and communities, with practical plans in promoting the integrated development of community services, places a great significance in improving the comprehensive development of urban and rural areas. Guided by Mature theoretical point of view such as the theory of social development, and hierarchy of needs theory, and with the macroeconomic research background of the balance between the supply and demand of community service, this essay discusses in three different micro perspectives:"what services are needed by community residents","what services can communities provide" and "how to obtain a balance between supply and demand". Through a comprehensive analysis in the data base like CQVIP, WANFANG DATA, and CNKI, the essay carries out in-depth mathematical statistics, in ways of survey and sampling interviews, combined with the results of questionnaires and interviews, with targeted common and heterosexual analysis and comparison, to study the main factors in impacting and restricting new rural communities’ service quality and service efficiency. Based on the actual situation of Longwan District,Wenzhou city, the research targets are divided in four categories:leaders of departments and bureaus, the main person in charge of the community, community workers and community resident. Meanwhile, in correspondence with the problem of low community service satisfaction, and in reference to successful practices and experience in advanced areas, the essay discusses three aspects, the system of community organizations, community public service system and community-run protection mechanism construction. Integrated with the actual situation of the local grass-roots organizations in Wenzhou, the essay points out constructive ideas and targeted solutions, to provide a useful reference for enhancing the residents’satisfaction regarding community service in the process of urban and rural comprehensive reform.
