China has been an aged society at the end of the twentieth Century, and China has been the most populous countries in the elderly. And nearly 70 percent of the elderly lived in rural areas., which determined that we should focus on the aging population in rural areas. The 2014 No.1 document of central government had put forward that we should construct a rural social endowment service system. Rural community pension service was not only an important form to achieve a sense of security, but also an important measure to deepen the reform of the pension system in rural areas. However, the rural community pension service are still in the pilot stage of exploration and which system construction is urgently needed research from theoretical perspective.This paper analyzed the background of pension in rural areas, improved theoretical research on rural communities at home and abroad, explained the concept of aging, rural communities and community endowment. Equilibrium theory of supply and demand and Maslow’s hierarchy of needs is a basis for my research.Through the research of LiuHe central community in Y city, we learned that residents here have a stronge wish of the material security, life care services, health services and mental health services. In the same time, the community can’t supply the needs. The reason is that there is a light on the polity in rural areas, insufficient capital investment and community facilities is difficult to maintain the hardware community endowment.Through learning advanced experience of the United Kingdom, Germany and Japan,I proposal some suggestions for the development of aging service of rural community. Firstly, the government has to play a leading role in the system, establish a common organization to administrate the system of aging service;increase pension services policy and financial support..Secondly, strengthen the building of rural community aged professional services team and stabilize the development of the services team. Becides,we also have to develop community health service system. Finally, promote the traditional culture of age-respecting, and strengthen the community care service system in publicity and education work. |
