As the pioneer of enlarging powers to develop towns (EPDT) reform in Zhejiang province, Shaoxing municipality. characterized by prosperous private economy and further development of market reform, explores the approach to institutional reform innovations of township government, and implements the government management system of EPDT reform adaptating to local condition. This reform promotes the institutional innovation. and achieves remarkable results. Carrying out the study on institutional innovation of EPDT reform in Shaoxing municipality can not only deepen the administrative management system reform to build the service-oriented government, strengthen the independence and vitality of town economy, but also promote the new rural construction and balance urban and rural development.From the visual angle of institutional innovation, this paper sets out the research on EPDT reform in Shaoxing municipality based on Large-scale questionnaire survey and analysis, and it mainly utilizes system analysis method, comparison method.ect. Firstly, this paper explores the background, causes and measures of institutional innovation of EPDT reform. Secondly. it studies the effectiveness and sustainability through performance evaluation. Lastly, it analysis the institutional problems and issues, and searches for the system path to EPDT reform in the future from the following aspects:promote the level of institutional innovation. improve the supervision mechanism. accountability system and improve institutional innovation of performance evaluation, encourage diversification institution mode. The innovation point of this paper is institutional innovation perspective and performance evaluation of the EPDT reform.
