Research On Enlarging Power To Develop Towns In Northeastern Of Sichuan

Township government is the lowest level and the most basic political organization of the administrative system.In close contact with agriculture,rural country and farmers,it plays vital rolesin maintaining social stability,in consolidating regime,in strengthening economic construction and providing social and public services.After reform and opening up,the market of socialist began to grow and develop.Thedrawback of “powers are small but the responsibilities are big” began to highlight.Under the unified plan of the party and the government,some grassroots governments in China carried out thepilot reformof the “enlarging power to develop towns”,trying to break the traditional county power system,breaking the personnel powers,transaction powers and financial powers.By direct authorization and commissioned ways,giving the pilot towns decentralization of urban construction and management of administrative authority,and social affairs management issues,this strengthens the social management and public service functions of pilot towns.Inthe guide of the New Public Management Theory and Flat Organization Theory,this paper analyzes the current situations of the three towns in the northeastern of Sichuan Province by case study,finding out the similarities and differences.And through the case of“Qianqing Rules” which have a greater impact on the country,we explore the countermeasures for rural construction and comprehensive development.The paper consists of four parts:The first part is the introduction.Through the interpretation of the policy background,the main analysis and summary of domestic and foreign scholars on the township expansion of strong town-related issues research and discussion,it explains “Enlarging Power to Develop Towns”,“Giving Powers to Strong Towns” and“Decentralization Powers of Towns” and clarify the connotation and theoretical sources.The second part is the development track and practice of the three towns in the northeastern region of Sichuan Province.From the road,it explains the time boundaries and regional characteristicsof the “budding stage”,“development stage” and “promotion” stage.Then this paper analyzes the status quo of enlarging power to develop towns of the three towns in the northeastern of Sichuan province,compares their similarities and differences,and learns from the experience of the “Qianqing Rules” in Shaoxing,Zhejiang Province,to further consider the countermeasures of it in northeastern Sichuan Province.The third part is the effect of the reform about the three towns in the northeastern of Sichuan Province.The author sums up the effects of reform and achievements of personnel powers,transaction powers and financial powers,finds the problem that“legitimacy”is insufficient,the financial “hematopoietic” ability is not enough,outstanding talent and professional talent shortage.Finally,it points out that the main reason is that the administrative decentralization lacks the system guarantee,the “hematopoietic” mechanism is weak and the talent structure is unreasonable.The fourth part is the discussion and thinking about enlarging power to develop towns in the northeastern Sichuan Province.According to the problems which exposed in the reform,the author puts forward three aspects from the institutional construction,financial system construction and personnel system to solve the problems.In thefuture,the reform trend is giving powers in administrative,giving people in personnel,giving money in financial,relaxing in wage and being flexible in assessment.
