A Study Of The Current Administrative Accountability Svstem In Local China

Socialist democratic politics is a concentrated expression of the political civilization in China, and the construction and improvement of administrative accountability is important to promote the construction of socialist democratic politics. The introduction and implementation of administrative accountability reflects our determination to build a democratic government, Service-oriented government and responsible government. Administrative accountability in China existed since ancient times, but it is highly concerned and gradually form a storm was since the accountability practice in the event-SARS in2003. Academia advanced administrative accountability theory which combined with Chinese characteristics by drawing on Western classical theory and practice in China, which presents diverse perspective and rich content.Though are constantly introduced, there still exists many problems in real accountability activities. Accountability rules are guidelines of administrative behavior, effective system of accountability is the core of well-functioning accountability activities. This article conducts research in the practice of accountability and rules of all levels and areas of the accountability system, presenting its new development, and focuses on the study of the existing system of accountability. In the study of the existing system of accountability, I will analyze the elements of accountability, including who do accountability, who for accountability, the scope of accountability, the relief of accountability and so on. Finally, it turns out that there are four main problems, including the boundary of starting the accountability activities is not clear, the man who is in charge of accountability is limited in the political system, the discretion on conducting accountability is a little too great, and accountability in the moral field is absent. The reason for the existence of these problems is that the low transparency of the policy process, executives lack of democratic responsiveness, and the role of citizens in politics are not full played. Therefore, institutional problems to be solved, it is necessary to gather all forces together to improve the system construction. Since the policy-making process is a game of all stakeholders, it is important to form concept to unify. In the issue of administrative accountability system, it is necessary to stimulate the CPC Central Committee and the administrative staff at all levels, and the willingness of ordinary citizens. The best way is that the construction of rules is initiated by the CPC Central Committee, supported by executives at all levels, supervised by ordinary citizens, thus improving the existing system of accountability, the establishment of a Multivariate accountability and the implementation of government information disclosure system, leading the maturing of China’s administrative system of accountability, and to pave the way for the construction of democratic politics.
