Consequently, the issue of availably institution of maintaining socoal stability is necessary to considering and answering. The basic level government is confronted with huge challenge, because it is the direct connection between government power and popular will,and then it bring about a series of conflicts.(The basic level government in this thesis is mainly refers to county,city, district,villages and towns,which takes Xiangdong District of Pingxiang City for example)There is many reasons about socoal unstability,but the essentiality is unbalance benefit relationship and structure,it leads to diversification of benefit subject and demands,so is causing the public benefit expresss behaviour tendency appear that many characteristics. Owing to especial national conditions,we can use the experience of other countries for reference,but can’t copy,we must research in our situation. The purpose of this thesis is which misdirections and countermeasures we can use in basic level government about maintaining socoal stability.The research method of this thesis adopts theory analysis、literature analysis and investigate,which takes Xiangdong District of Pingxiang City for example,and broadening to basic level government characteristic, the points is on present situation、misdirections and countermeasures.The contents of this thesis include present situation、misdirections、reasons and countermeasures.The introduction is about background、significance、research level at home and abroad in maintaining socoal stability、research method and arrangement in this thesis.The first part investigates the present situation in basic level government,and analyse general problems.The second part reveals misdirections from ideas、methods、purposes about maintaining socoal stability. The third part summarizes reasons on misdirections, which the essentiality is consequent conflicts among social benefit stratum、difference among individual and group. The fourth part researchs innovative institutionalization taking the place of system of organization, so then the medium of communication of common people is smooth, socoal stability keep dynamic balance and long period of order and stability.
