Strategic Research On Maintaining Stability Of Grass-Roots Government Under Pressure-Type System

Social stability is not only the goal of long-term national security,but also the prerequisite to complete the historical task of modernization.China is in the period of social transformation,and various social contradictions are prominent,which has brought pressure to maintain stability.For historical reasons,the letters and visits mechanism with Chinese characteristics has brought great pressure to the grass-roots government under the goal of"pressure-type" stability.Starting from the relevant theories of game theory and combining with the practical cases of N tow:n government,it is elaborated in six parts:The first part is the introduction.Firstly,the background of this study is elaborated,and then the research status,level and development trend at home and abroad are analyzed in depth on the basis of the research literature.Finally,the significance,research methods and innovations of this study are explained.The second part is the definition of basic concepts and the overview of relevant theories.It includes the concepts of grassroots government,grassroots government stability,pressure-based system,the development and main content of game theory,and the application of game theory in this paper.The third part is the analysis of the case of land disputes in F primary school ancestral temple.Firstly,it introduces the background of F village and the origin and development of the land dispute case in F primary school ancestral temple.Then it analyses the causes,characteristics and the focus of the dispute.Finally,it shows the process of the N town government to deal with the dispute.The fourth part analyses the pressure of maintaining stability faced by N town government in the case of land disputes in F elementary school and the reasons for its formation.The fifth part is an in-depth analysis of the application of network-densely controlled stabilization strategy and bottom-line defense appeasement stabilization strategy in the case of land disputes in F primary school ancestral temple,and shows the game process between grass-roots government and petition groups,higher government and relevant departments.The sixty part puts forward three ways to improve the ability of government to maintain stability:transforming government functions;improving system;and strengthening communication mechanism.
