Meanwhile, the implementation of the system is the need for realizing social Justice and democracy and reflecting the citizens’ right to know.Over years of preparation,"Regulations on Government Information Disclosure of the People’s Republic of China" has passed and begun to implement since2008. These administrative rules and regulations end the history of no unified legislation in our government information disclosure system and provide a maximum limit of protection for our government information disclosure. Besides, these rules and regulations not only show our nation taking a huge leap forward towards transparent administration and law-based administration, but a brand-new opportunity for its development as well. Over five years of development and practice of the regulations, our nation has made remarkable achievements in the disclosure of Administrative information. But at the same time, we should also observe its existing problems, which to some degree have hindered the implementation of the disclosure of government information, such as on the level of legislation, institution, practice and ideas.
