Natural monopoly has derived from the development of economic diversification, such as the public utility including railway transportation, mineral resources, postal communication, hydraulic and electric power and so on, where natural monopoly industries have been developing actively. However, there have been much more enterprise participating in this area, which would lead to unnecessarily overlapping investment of infrastructure. As a result, natural monopoly, with specific properties itself, gets its legal immunity from every countries, not excepting China. Along with the development of market and the progress of science and technology, it is obvious that traditional theory of natural monopoly, not catching up with the times, has arrested the development of industries. Therefore, this paper aims to research on how to regulate natural monopoly industries through antimonopoly law and even how to build a better legal system of natural monopoly industries.According to antimonopoly law, this thesis has tried to study the natural monopoly industry of Chinese law. Beginning with the traditional theory of natural monopoly, the paper gives the definitions of monopoly and natural monopoly, and then lists their actions and damages in Chinese monopoly industries. Based on the above theories, under the situation of China, it also analyses the distinctiveness and present situation of Chinese natural monopoly industries from the elementary to the profound, and then tries to find out the existing problems. And then, in order to improve Chinese natural monopoly law, this thesis presents some suggestions through the comparison between the differences and the similarities of legislations among American, the EU, and German towards natural monopoly.
