Study On Public Administration Of Demolition And Setting UP Urban Community

With the advancement of our modernization and urbanization, the city is expanding and the rural land surrounding the original country has been expropriated. Farmers losting their land are placed intensively, so more and more community units after demolition are formed. As the new product of urbanization, the proportion of the community units after demolition in the urban community is increasing constantly. Due to our long-term implementation of the urban and rural dual system, the identity of the residents in the community units after demolition transforms a mere "farmer" into a "citizen" off the agricultural work, but there are many problems in the process of the construction and management in the community units after demolition. Compared with the urban community, the giant differences still exist in the community environmental hygiene, the community infrastructure construction and maintenance, the community culture construction, the community service management level and the labor and employment, etc., all of which draw a wide attention. Honestly, the specification of the management system of the community units after demolition and the improvement of the management level are the only ways to firstly achieve the modernization, as well as an important choice to improve the level and the quality of the residents’life. Therefore, the research on the public management towards our community units after demolition in the process of urbanization has important significance theoretically and practically.This article, beginning with the definition of the community units after demolition, firstly specifies the concepts of the community, the urban community and the community management, etc. and it introduces the research theories of the community construction and the community management at home and abroad by consulting the relevant theories. Then the article elaborates the formation of the community units after demolition and their basic characteristics, discussing the necessity of the public management research on the community units after demolition. The community units after demolition are slightly different in the construction planning and the public facilities from the urban community, but their management system and mode of thinking, etc. still retain the obvious characteristics of the village committee period. For this particular type of community, therefore, we can not directly copy the city community management system, or can not completely used the rural community management system model, but we combine with the specific conditions of the community units after demolition to develop a suitable transitional community management system model according to the relevant community management theories.Take Yezehu Garden Community, Wujiang Economic and Technological Development Zone for example, the article, on the basis of the formation background of the community, has a comprehensive and detailed analysis about the community public management system and the present management situation, with the existent problems put forward in the process of community management. And then the causes of the community management problems are analysed. At last, some countermeasures and suggestions towards the management problems are given.This paper argues that:it is an important path for the community units after demolition to increase its management level, to promote the changes in community so as to really integrate into urban society. In order to realize the transform from peasants to urban citizen, a lot of measures need to be done, such as vigorously promoting institutional innovation, implementation the institutional transformation from withdrawing the village to building the home; getting rid of the original managerial mode of the village communities; promoting community self-government, changing the concept of community governance, fostering the awareness of residents’participation; cultivating community’s sense of identity and belonging; establishing and improving the community’s service system, emphasis on community service, and improving the community infrastructure, improve community environment, strengthening the safety construction of community; integrating community resources, developing community culture, strengthening the community ideological and moral construction, carrying out the establishment of community spiritual civilization, integrated use of community educational resources, to create a new culture of community. In order to achieve cultural integration from the farmers to the citizen, we need integrating the educational resources in the communities and creating new culture in the communities, which will prompt the demolition built home communities truly become an part of the urban system, and share the results of urbanization.
