Volunteer service, originating from the religious charitable service in the western countries in the early19th Century, has existed and developed for more than100years all over the world. In the mid-1980s, the Ministry of Civil Affairs called on to promote volunteer community service, thus helping volunteer service take root in China. Furthermore, the report to the Eighteenth National Congress of the Communist Party of China now encourages "the construction of deepening mass spiritual civilization, the promotion of volunteer service activities, and the application of Lei Feng spirit and the spreading of virtuous values". All these elements have further opened the new era of volunteer service.Based on previous research on career development of the volunteers both at home and abroad, a new study has focused on the Wujiang Fenhu Youth Volunteers Association and has analyzed the development of the Wujiang youth volunteers’careers. The research sets light on how the work of the volunteers is organized and developed, and on the services provided. Moreover, the problems of career development of Wujiang youth volunteers have been analyzed in the paper, ranging from lack of consistent and reliable funding to lack of professional training and guidance, from lack of effective legal statute and guarantee to lack of scientific operation and management, from lack of effective incentive mechanism to Wujiang youth volunteers’own shortcomings. Based on issues mentioned above, targeted countermeasures and suggestions have been put forward as follows:firstly, the volunteer service funding channels will be broadened to ensure the volunteer service being orderly conducted; secondly, the development of laws and regulations will be improved to make the voluntary service have its legal ground; thirdly, the consolidation of traditional fields of Wujiang volunteer service and the expansion of new ones will enable Wujiang youth volunteer to promote its further development; fourthly, exchanges and cooperation in the cause of the domestic and foreign volunteers will be strengthened to promote the resource being shared and utilized; fifthly, the level of youth volunteer service will be enhanced to form its connotative development; finally, youth volunteer career incentives and activity assessment mechanism will be perfected to form the scientific management of volunteer service. This countermeasure research on career development of Wujiang youth volunteers, we do hope, will not only promote the flourishing career development of Wujiang youth volunteers, but also provide effective reference for the career development of the local volunteers in other places.
