Research On The Management Of Youth Epidemic Prevention Volunteer Service Of The Communist Youth League

After the outbreak of the COVID-19 in early 2020,young volunteers across the country actively responded to the call of the Central Committee of the Communist Youth League and,under the guidance of league organizations at all levels,extensively participated in the epidemic prevention and control battle nearby,becoming the new force and backbone of the epidemic prevention and control.The Youth League Committee of Z City in Shandong Province has also actively organized young volunteers to participate in the epidemic prevention volunteer service.Although some achievements have been made,in the concrete practice,it is inevitable that the main role of the Communist Youth League is not fully played,the protection of volunteers’ rights and interests can not be relied on,the connection before the volunteer service is chaotic,the voluntary service is out of control,the volunteer service is disappointed after leaving the post and other "volunteer failure" performance.This paper comprehensively uses the research methods of questionnaire,structured interview,observation,etc.,taking Z City,Shandong Province as an example,to analyze the management of youth volunteer service of the Communist Youth League in the context of the COVID-19,with a view to exploring the effective ways for the Communist Youth League to participate in emergency volunteer service and social governance in the future while summarizing the experience of youth volunteer service management for epidemic prevention.First,320 valid questionnaires of epidemic prevention youth volunteers in Z city were collected by online questionnaire survey to carry out data analysis;The second is to master the current situation and existing problems of the management of the youth epidemic prevention voluntary service in Z City through interviews with 10 staff members of the Communist Youth League at all levels involved in the management of the youth epidemic prevention voluntary service in Z City;The third is to sort out and analyze the first-hand data of the current situation of the youth epidemic prevention volunteer service in Z City through the author’s personal participation.To sum up,the causes of the "voluntary failure" phenomenon in the management of epidemic prevention volunteer service in Z City are mainly the unclear distribution of power and responsibility of multiple management,the imperfect system of legalization and institutionalization,the disconnection of online recruitment and offline organizations,the lag in the whole process of training and guarantee management,and the lack of effective evaluation and incentive measures.In the post-epidemic era,in order to effectively solve the problem of "voluntary failure" in the management of epidemic prevention voluntary services,it is necessary to use the theory of "collaborative governance" to improve it from integrating the main body of collaborative governance led by the Communist Youth League,improving the institutionalized system of rule of law,strengthening the standardization and informatization of management,strengthening the whole-process training and security management,and increasing the recognition,incentive and publicity efforts.
