The College student village official plan is a policies exploration and practice made by the party and the state in the background of unique national conditions and social economic conditions in our country at the present stage, it is the institutional arrangement with Chinese characteristics, and a win-win measure which can raise the employment level of university graduates and fundamentally break the rural development problem. Since "young eagle project" are implemented in Feng County, Jiangsu Province in1995, after years of practice, it has proved that College student village official got broadly welcomed by the rural grassroots cadres, the masses and widely support from all walks of life, who have played a positive role in the construction of new socialist countryside.
