Study On The Relationship Between The Grass-roots Government And The Social Organizations, Focusing On The Current Situation And The Development Model

Since the nineteen ninties, with the development of market economy and society of China, Chinese social organizations grow up gradually. They are not for the purpose of profits, and progressively assume the provision and management of social public services and products. They are committed to socia welfare, and widely active in charity, poverty alleviation, environmental problems, humanitarian and social development. They have become a force which cannot be ignored in our socialist construction. The social organizations have made outstanding contribution to sovle many social problems for China during the period of transition. They mean formation and development of political reform and civil society of China.However, compare with the developed countries, our social organizations are still in the initial stage. Regardless of basic concept, organizational form, operational mechanismm and social position, the social organizations are facing too many problems, especially the relationship between the social organizations and the government. These problems are mainly embodied in the lack of legal system, political constraint and insufficiency in management system and capacity building of the social organizations. The unequal relationship between the social organizations and the government is disadvantageous to them as well as the society.This paper based on the domestic and foreign scholars’ discussions and experiences on the relationship between the government and the social organizations. Through the investigation of5social organizations that service for the old people in one community of Shanghai, the paper put forward the basic framework, origins and problems between the grass-roots government and the social organizations. After analysis, the paper reaches some conclusions and suggestions which hope to have a benign role in constructing the relationship between our grass-roots government and the social organizations, and provide ideas for our political reform.
