From Cooperation To Alienation:An Empirical Study Based On The Change Of The Relationship Between The Z Organization And The S Street In G City

As an active attempt to explore the modernization of state governance, government purchasing service plays an important role in the construction of community governance system, and gradually forms a pattern of grassroots community governance with "multiple co-governance". However, the government purchasing service in China is still in the initial stage, and the interactive relationship between social service organizations and the government, the functional roles of various governance subjects and the logic of action become the key element whether the community construction can be achieved in an orderly manner. In the empirical study, the author find that the interaction between the government and the social organization is in dynamic change, and shows the different characteristics at different development stages. But, the research at present on the process characteristics and the action logic and relationship behind the interaction between government and social organizations is still inadequate.The article is based on the practice of the S-street government family integrated service, through reviewing and reflecting on the theory of state-society relationship, and establishes the analysis frame of "action logic-relationship change", and deeply discusses the whole process and characteristics of the establishment and maintenance of the interaction relationship between S street government and the Z institution. Meantime, the author tries to analyze the action logic and the relationship change between the two sides in the interaction of government and society, and then reflects the relationship essence of the interaction between government and society. At the beginning of construction, the two sides reached consensus on the goal of community construction, and formed a relatively stable subordinate and cooperative relations under the strong government perspective. In the development period, with the continuous increasing of the intervention from government, the multiple storms caused the relationship between government and society into the conflict and confrontation. After entering the buffer period, the relationship between government and the social organization has been alleviated under the multi-service effect, but there are still many contradictions behind alleviation. In the final stage, the occurrence of "crisis intervention" just liked the catalyst directly resulting in the terminated of original cooperation between the two sides. And the the new social organization replaced the Z institution, and started a new round running of the interaction relationship between the government and social organizations.In the whole process of interaction between government and the social organization, the author thinks that under the strong government-weak society perspective, because of the government and the society following different action logic:the government's "according to the 'regulations' to do things" and the social organization's "according to'need'to do things", and this not only results that the interaction between government and the social organization is always in a dynamic change, but also reflects the change process of the essence of the relationship between government and the social organization. Namely, from the instrumental reciprocal relations to the inhibition relations, then to the competition relations, and then to the alienation relations. Meantime, this article has carried on the corresponding discussion reflection to the reason which the relations alienated between the government and the social organization, and also further discussed the irreplaceable of social work service in the concrete practice, expecting to provide some reference for the construction and improvement of benign relationship between government and social organizations in community governance and the development of social work services in the future.
