Dependent Cooperation: Research On The Interaction Between Social Organizations And Government In Grassroots Social Governance

Concept of national governance is changing from the social management to the social governance, and relationship between state and society is significantly easing. In the modern social governance system advocated by the government, social organizations, as an external power in civil society, joins in the social governance system and plays an irreplaceable role.Social governance system in our country is dominated by the government and cooperated by social organization. Historically, the development of social organizations in our country is deeply influenced by the government. Therefore, it is of great practical significance to study interactive relationship between social institutions and government in the society where multi-governances take part in society management.This article mainly discusses the interaction between social organizations and the government in the urban grass-roots social governance and analyze this interaction relationship.The structure of this thesis follows. Firstly, on the basis of the interaction between W & Y institutions and government, main part of the thesis (Chapter three), discusses the cooperative relationship between government and social organizations from three aspects, including the government's buying social service organization, government's entrusting social organizations to provide public services and mutual participation in social governance. From the perspective of an external macro environment and social organizations, this thesis analyzes the appearance of social organization's dependence on government. Based on the above discussion, this thesis claims it core concept--Dependency Cooperation, and makes multi-aspect analysis for its concept, features and impacts on social organization. During exploring the dependency cooperation, we make theoretic comparison in accordance with different degree of attachment,including entirely dependent type cooperation, half dependent type cooperation and relatively independent type cooperation. Secondly, by combining with the case studies and literature researches, we analyze the genesis of dependency cooperation. Finally, on the basis of analyzing the present situation and the causes, we primarily explore the positive interaction between these two parties. Only rationalize the relationship between social organization and government, can we activate social organization, perfect modern social governance system,provide the high quality of public services.
