The establishment of the large residential community accounted for thespeeding development of urbanization is the fundamental base where economicallyaffordable housing, relocation resettlement housing and social security housing areconstructed. As an enormous livelihood project, therefore, it is significant for thepowerful that how to deliver effective and efficient governance of the large residentialcommunity. This gives the pattern of community governance closely contacting thegovernment accountability because of its nature of governmental leading-typecommunity. In this community domain, new residents are immigrants who completelyget rid of the previous community or institution system then join the new one. As theresult, there are three issues to be dealt, i.e., fusion of community residents,improvement of community governance system and cultivation of communitygovernance capability. So, at such time, optimizing the governance ecology isinevitably necessary on, as the foundation, which the diverse mechanism ofcommunity governance of government leading will be established. Meanwhile, role,format and accountability of government in community governance need adapt andshift in this process as well. In this paper,"Governance of The Large Residential Community " is theresearch topic. The research question focuses on the perspective of the rapidurbanization process in Shanghai, in which appears large residential communities. Itincludes combining the unity of logic and history, recalling the course of large-scaleresidential community’s construction and development, analyzing large residentialstatus of community governance, taking example by the experience of domestic andcommunity governance, exploring the governing model of large residentialcommunities. The main thesis is divided into five parts. First, investigate thebackground of large residential community governance in Shanghai, its studysignificance, domestic and foreign research, and the definition of the relevantresearches core concepts; Second, investigate the theoretical study of governance inShanghai Large Residential Community, and explore whether the theory is adaptablefor the governance by large residential community. Third, summarizes the naturalfeatures, social features, and community organizations together of the large residentialcommunity in Shanghai; then proposes the governance objectives and principles.After comparing of the governance in large residential communities of majordomestic community, it makes conclusion of the governance model, which is led bythe government, from the situation of large residential communities. Finally, makesspecific issues of governance as a starting point to study the large-scale residentialcommunities, and researches an innovative and realistic way of governance, which ismainly led by the government.All in all, the paper concludes that seeking for the valid governance of the largeresidential community, there needs not only precise accountabilities separately of thepowerful and the community, but also the acceleration on internal strength ofcommunity governance which it should be. This will inevitably arouse a need to setup a collaborative governance mechanism in a government leading way. Precisely, itwill eventually achieve the goal, Good Governance of the large residential communitythrough optimizing the governance ecology of the large residential community andadjusting relations between different subjects in the process of community governancewhich then lead to the end of virtuous circle in activity of community governance.
