| An interim community pattern, namely, the co-existence of villageand neighborhood committee, has emerged in Shanghai with theacceleration of urbanization. Efforts should be made to realize theeffective administration by way of town-governed community as wecan neither adopt the single traditional pattern of town-to-villageadministration nor immediately adopt the urban pattern ofsub-district-to-neighborhood-committee administration for such aninterim community. The town-governed community pattern, aleadership system or a working mechanism, meets the modern urbanadministration requirements for the town’s urbanized communities whilenot changing the town’s organizational system and administrativedivision. As a new community administration system, it is characterizedby mutual support and concerted development in terms of organizationalstructure, financial subsidy and service modes. Under the backdrop of theacceleration of urbanization and migrants flocking into rural-urbanfringes, the town-governed community pattern is an innovative initiative on the town-level administration system. This paper, bycomparing and analyzing community administration patterns, aims toexplore a community administration pattern perfect for the townadministration in the process of the urbanization, which will be differentfrom the traditional one.This paper elaborates on and compares the typical town-governedcommunity patterns in Shanghai in addition to discussing the conceptsand connotations of the community and the town-governedcommunity. By taking Pujiang Town in Minhang District as an example,this paper attaches importance to the introduction of the generalinformation about Pujiang Town. Besides, apart from telling the realisticbackground and the relevant policies for the birth of the town-governedcommunity pattern, this paper studies the town’s multiple administrationpattern with the town Party committee and the town government as theleadership, the community Party committees as the major forces, thecommunity-based joint governance system as the platform, the residents’self-governance as the goal and the social organizations as thesupplementary forces, as well as analyzes the roles of the government, themarket and the public in the town-governed community pattern ofPujiang Town and the sound networking system consisting of the above3parties. This paper plans to dig into the innovative multiple communityadministration patterns for consummating the grassroots masses’self-governance system in the process of urbanization by referring to theCivil Society Theory, the Local Governance Theory and the Multi-centerGovernance Theory. This new pattern will be conducive to building ajoint social community by balancing the relations among the communitygovernance participants through a community-based joint governancesystem with the leadership of the governmental authorities, thecooperation of the community organizations and the participation of thecommunity residents. |
