Research On Minor Re-offending And Its Prevention Countermeasures

Minors is an important reserve force of social development and nation-building.They are the hope for the future of our country. So families, schools and society needto assume the responsibility for teaching minors. Especially for the minor offenders,they need a equal and tolerant society. We should give them more attention, care andguidance to help their rehabilitation and reintegration.This paper first describes the status and characteristics of re-offending minorsand then analyzes the reasons for minor re-offending in order to put forward somecountermeasures of preventing minors from re-offending. This is the main structureof the paper.The first chapter mainly describes the current status and characteristics of minorre-offending. In this chapter you can see the seriousness of re-offending through thestatistics. And this reminds us to pay more attention to the correction of re-offendingminors and take measures to reduce the likelihood of re-offending.The second chapter mainly discusses the reasons for minor re-offending. Thecauses of minor re-offending is multiple, but in summary it can be divided into threeaspects as social factor, individual factor and the penalty factor. From the perspectiveof the social environment, the social culture and social attitude towards minoroffenders influence them deeply. From the perspective of minors themselves, they are still young and their cognitive ability is relatively low. So the minor offenders arevulnerable to the adverse environment which leads to their re-offending. From theperspective of penalty, it is mainly because of the low quality of correction which isthe main factor that leads to their re-offending. All the factors are interrelated andthey have combined effects on minors which leads to their re-offending eventually.The third chapter mainly discusses the countermeasures of preventing minorsfrom re-offending. First of all we need to improve the quality of correction of theminor offenders and improve the system of community correction. Also we need tostrengthen the minor offenders’ supervision and protection to protect their rights andinterests. We should do as much as possible to help them reintegrating back intosociety and to prevent them from re-offending.We need to strengthen the guardianship of minors in order to prevent minorsfrom re-offending. And the most important thing we need to do is to improve thequality of correction of juvenile delinquent.
