A Research On The Problem Of Rural Wind Civilization Construction In The New Rural

In2005October sixteen session of the Fifth Plenary Session of Communist of China, ruralcivilization was treated as an important goal of the new rural construction and Proposed theimplementation of "the development of production, affluent life, civilization, clean and tidy village,democratic management" for the content of the new rural construction strategy,which marking the ruralwind civilization construction was put on the same important position with economic construction.Although at this stage of China’s rural wind civilization construction situation is not optimistic, everystep of the rural wind civilization and the development of new rural construction plays an irreplaceablerole in promoting.Rural residents are the main force of the rural wind civilization and the most real feelings, so thisresearch uses qualitative research methods, through visits to9rural residents, to discuss and listen tovillagers about the problem home in short, starting from the perspective of the present condition andproblems of the local villagers, to learn about local illegal Rural civilization failed to eliminate and thereasons, to explore the solution to rural wind civilization construction.The study found, W County in the new rural construction shouting slogans in full swing, the villagersof Rural Civilization but little understood, Although some progress and achievements has been taken,such as singing-dancing, gambling, illegal Early marriage and childbearing, theft and other improperpractice are still not eliminated which hindering the process of rural civilization construction. Why theseadverse wind never been able to eliminate mandatory controls? The analysis revealed that the reasonpresent in three levels of the government sector, grassroots (village leaders) cadres and villagers.Specifical reasons are that the relevant departments in the governing process in out of position,dislocation, poor coordination between departments; grassroots cadres, especially village cadres do notdo the things they should and play a good role model for villagers; rural villagers’s awareness aboutwind civilization is low, the lack of willingness to participate and enthusiasm to play the main role islimited; given by the government does not meet villdgers’ needs.These are not only the Problems ofRural Civilization, but also hinder the rapid and healthy development of Rural Civilization stumblingblochs is tis urgent problem to be solved.Finally, the benigh development of the rural wind civilizationrestruction needs the coorperation of county (city) level of government, grass-roots party organizations,and farmers to promote.At the same time, some idea is made about the method social work getinginvolved into rural wind civilization construction,the role and the effect social worker playing.
