The New Rural Construction Of Rural Civilization Study

Our country is a traditional agricultural country. In order to promote rural development, the fifth plenary session of the party’s sixteen first put forward the construction of "production development, worthy life, local custom civilization, cleanliness of villages, management democracy" of the new socialist countryside. After ten years of construction, rural economy and society have developed a lot, the farmer’s economic conditions have been greatly improved. However, there are disharmonious and unbalanced problems of the rural political, economic, social and cultural construction, which are badly in need of further improvement. Under this situation, we will accelerate the construction of the local custom civilization which will be the important support factor to overcome and solve problems, even promote rural economic and social development.This article collects the literature research of the existing local custom civilization construction to absorb and draw lessons from the domestic and foreign local custom civilization construction experience. It takes the construction of the rural custom civilization of X city in Hunan province as an example. We understand some problems of the construction of local custom civilization by conducting a baseline survey in X city. Besides, we deeply analyze the existing problems and reasons in X city, it is concluded that for the construction of the new rural custom civilization, we must take a series of measures to improve the farmer’s comprehensive quality, optimize the rural economic development way, create a good cultural atmosphere, rectify customs and habits, carry out healthy cultural activities, and establish a comprehensive rural social security system.Most of the research before is based on the perspective of macroscopic study of local custom civilization construction, and ignores the difference of different regions of different development level of rural local custom civilization construction methods, ways, important and difficult points. This study is based on the investigation of X city on-the-spot which reflects the present situation and problems of the local custom civilization construction in X city. It also analyzes the factors which restrict the construction of X city including the natural environment, economic level, cultural history and other factors. In this article, the author puts forward the suggestions and measures of the construction of the local custom civilization from how to set up local custom civilization construction platforms, strengthen the construction of local custom civilization management, perfect the mechanism of local custom civilization construction to improve the quality of X city. So it has strong theoretical value and practical value.
