Since the1980s, the growing popularity of the Internet, the evolvement of new publicmanagement movement and the progress of information technology brought significantimpact on the ways government provide the public service. As a result, government advocate“the active transformation of government functions, the construction of a service-orientedgovernment ". As the18th representive meetting of the party declared, establishing aservice-oriented government of the administrative system is our orientation.Tax service is an important push to the mordernization of taxition, and is the keymeasurment criterion for the service quality. As a result, it is the responsibility of the taxiationgovernment to provide better and faster tax service. Practice has proved that, the needs oftaxpayers is the direct power to drive the tax service forward under the fast development ofinformation technology. Nowadays, how to make full use of morden information and internettechnology to develop and innovate tax service is becoming the primary mission of the taximformation development worldwide, and it has also become an important topic facing thegovernment and researchers. National tax bureau has already adopted effective explorationand practice in this area of study.Based on electronic tax service theory, this paper systematically illustrates the currentdevelopment of electronic tax service of Shenzhen tax bureau and development history ofboth the domestic and foreign electronic tax service. It mainly focused on solving thefollowing basic issues. First, why should we development electronic tax services, namely thenecessity and the practical implication of it; Second, what to serve, that is the content ofservice; Third, how to serve, that is the ways and channel of service; Forth, how to guaranteethe smooth development the service. In general, how to push the development of ShenzhenState Tax e-services faster and better is the core issue of this paper. Together with the realpractie of ShenZhen tax bureau, this paper also provided the thought for the development ofenviroment, development of idea, content of service, construction of service channel, servicecontrol,supporting facilities and institution, hoping to push the great-leap-forwarddevelopment of electronic tax service of ShenZhen tax bureau.
