Design And Implementation Of Online Government Service Platform Based On Electronic Certificate Sharing

In recent years,the State Council has vigorously promoted the reform of "streamline government functions and administration and delegate powers while improving regulation and optimized service","Internet + government services" has become the main starting point for optimizing government services.Based on the background of the reform of Yongxing County's government service and the construction of online government service platform,this paper focuses on the construction of "certificate sharing,full-range network office" online government service platform to carry out research work.The results have a positive reference for the construction of county-level online government service platform.Yongxing County Online Government Service Platform has applied the technology of electronic certificate and electronic document,realized the electronic data flow and the sharing and reuse of electronic certificate,and truly realized the vision of "more data running,less people running errands".Combining with the actual situation of Yongxing County,this paper carefully analyses the needs of the construction of the county's online government service platform,and systematically expounds the architecture design of the system platform and the implementation methods of some subsystems.The main work accomplished is as follows:1)Carefully investigated the current situation of government service and certificate application in Yongxing County,analyzed the domestic and foreign research status of online government service platform,understood the domestic and foreign electronic certificate application situation,and found the right direction for the construction of online government service platform.2)This paper analyses the user demand,business demand,function demand and data demand of the online government service platform,and gives the overall design of the platform based on the demand analysis.3)Based on JavaEE Technology Architecture,B/S framework,Orcale database,electronic license sharing,electronic documents and other technologies,electronic license management,parallel approval,time-limited early warning,online processing,short message tracking reminder,service evaluation and other functions have been realized.The platform has completed the test and put into operation,basicallyachieved "one window acceptance,one network connection,one completion".Finally,the platform achieves the sharing of all kinds of commonly used electronic licenses,realizes the whole process of online and mobile processing,and provides convenient,diverse and efficient online government services and mobile government services for the public.
