During the course of the development of economic globalization and the improvement of market economy, the local governments of China have made more efforts in its reforms and improvements. The administrative service center is an important model and platform among the innovations of the local governments in recent years. In this regard, the governments in each places and levels have made various attempts. Since the innovative practice is moving forward, it seems that the administrative service centers gradually face with kinds of conflicts and confusions, including without limitation, the orientation of related governmental agencies, the rebuilding of the governmental affairs and the choice on the administration model.This dissertation puts the formation of the administrative service center in the background of historical changes of the administrative system reforms, analyzes the rationality of the creation of the administrative service center through the theories in relation to new public administration theory, for instance, seamless government theory and great department innovation theory. In addition, this dissertation makes practical analysis on the construction and development of the administrative service center in Jing'an District of Shanghai Municipality, points out the bottlenecks and difficulties it faced with and analyzed its inherit reasons, and further raises the thoughts on deepening the innovation of administrative service center, which include that the administrative service center shall insist the established orientation, pursuit for the political support, clarify its legal position, innovate the administrative system, strengthen the construction of E-government and enhance the level of information.
